Maj. Gen. Edward J. McGaw, left, presents a plaque for 100 per cent operational status during 1959 to Lt. Col, Joseph A. LeClair Jr., right, First missile battalion commander at Fairchild air force base. Shown center is Col. Donald MacGrain, commander of the Fifth artillery group at Hanford. The First battalion has army Nike antiaircraft missiles surrounding Fairchild. General McGaw was to return to his Fort Baker, Calif., office today.
